Muscle, by Amy Toscani, is one of the strangest and most playful public sculptures in town. More commonly referred to as the whirligig, it’s the twenty-six-foot-high stainless steel arch located in Lowertown Artway that spins in the wind like an oversized weathervane. Installed in October 2004, it churns at 4th and Broadway next to the St. Paul Farmers’ Market.
